Returns all collections for the specified locale, ordered by their sort position.
Collections can be organized in a hierarchical structure with parent-child relationships
(maximum 2 levels deep). If no locale is specified, the default locale is used.

Multi-locale support is managed automatically. When you create collections in different
locales, they can be linked together internally, but this linking is handled transparently
by the system. You don't need to manage these relationships manually.
